These sewage lines go by the trailer park, where rent is $360 a month. The park has 73 units and is home to scores of fixed-income retirees, the kind of people who moved the North Port area before the real estate boom of recent years.
The park is served by an antiquated on-site waste-water treatment system that has long been a target of environmental regulators. Many failures, including high bacteria levels and breaches in the effluent ponds, led the owner, Elio Covelli, to agree to abandon the old system by February.
With the deadline for shutdown of the treatment facility approaching, Covelli wants to plug into North Port's sewer lines, but the lines have been a source of controversy in North Port, with developers arguing against what they see as the siphoning of capacity by those who live in the county.
The trailer park, meanwhile, is miles off the county utility grid.
'It's a situation where the park owner is caught in the middle of much larger forces,' said Covelli's attorney, Dick Webb, who will ask the City Commission to approve the plug-in when it meets today at City Hall
